Home > The future of CALAT: Have your say
Croydon Council has launched a public consultation on proposed changes to how adult learning is delivered. The Council want to hear from current and former learners about what is important to you and what you would like to see from adult learning services in the future.
The consultation focuses on a proposal for specialist education and training organisations to deliver learning on behalf of the Council, while the Council continues to oversee the service and ensure it meets the needs of local residents.
No final decision has been made. The purpose of this consultation is to gather views from learners, residents, staff and partners before any future decisions are taken.
Croydon Adult Learning and Training (CALAT) has helped thousands of people gain qualifications, improve their English and maths, learn new skills, build confidence and move into work.
However, an independent review found that CALAT faces a number of challenges, including; rising costs, lower achievement rates than the London average and a need to better match courses to local jobs and skills needs.
Funding for adult education would continue through the Greater London Authority’s Adult Skills Fund. The new model could help provide more vocational qualifications, clearer routes into work, and courses that better reflect the needs of local employers and growing industries.
The proposed service would continue to support residents who are furthest from education and employment, as well as providing accessible and inclusive learning opportunities, and core courses such as English for Speakers of Other Languages (ESOL), English, maths, digital skills and employability training.
The consultation runs from Tuesday 3 November until 11.59pm on Tuesday 24 November 2026.
